Tuition fees and grants

As a full-time undergraduate student, you have to pay tuition and miscellaneous fees for Semesters 1 and 2 of each academic year. These fees are payable as long as you’re actively enrolled and have not applied for a leave of absence. Miscellaneous fees help to meet part of the costs of providing insurance, student programmes and amenities, IT services and academic-related services that are not covered by the tuition fee.

For full-time undergraduate programmes, the fees are fixed for your entire candidature under a cohort-based system. For detailed guidelines on tuition fees, please click here.

To support students, Singapore’s Ministry of Education provides tuition grants that cover a substantial portion of tuition fees to eligible students.

  1. Amounts quoted are exclusive of GST. The GST on the tuition fee is subsidised by the Ministry of Education (MOE) for these students.
  2. For ASEAN IS and all other international students on subsidised tuition fees and students of all nationalities on non-subsidised tuition fees, the fee amounts quoted are inclusive of 9% GST. GST on the tuition fee is to be borne by students.

MOE Subsidy

SCs and SPRs undergraduates pursuing part-time programmes who meet the following criteria are eligible for the MOE subsidy:

  • Must not have previously received a government-subsidised/sponsorship for an undergraduate degree or higher qualification (local or overseas), from SUSS/NUS/ NTU/SMU/SUTD/SIT or from an overseas university funded by government scholarship/bursary and
  • Be at least 21 years of age;
  • Have 2 years of full-time work experience or have fully discharge their full-time NS or currently employed on a full-time basis (excluding NS service)1

1In line with MOM's definition last revised on 1 Jan 2009, a full-time employee is one who works for more than 35 hours a week under contract of service with an employer.

Tuition Grants

Singapore’s Ministry of Education (MOE) provides a tuition grant that covers a substantial portion of the full tuition fees to eligible students. 

If you are eligible, you will only pay the subsidised tuition fee.

Who is eligible and what are the terms of the grant

Local and international full-time undergraduate students who gain admission to NTU on a subsidised fee basi​s are eligible for a tuition grant and GST subsidy from the Ministry of Education (MOE). The grant covers the normal duration of a degree programme. This is usually three or four years, depending on the programme.

For students who transfer from other universities or are re-admitted to NTU the tuition grant available will depend on the number of semesters of tuition grant already used for any previous programme(s).

For example, if you have spent 2 semesters at a local university, and then transfer to NTU to pursue a 4-year (i.e., 8-semester) undergraduate programme, you will be eligible for the MOE tuition grant for only 6 (i.e. 8 minus 2) semesters at NTU.

Permanent Residents and international students who accept the MOE tuition grant are required to sign the Tuition Grant Agreement, which obliges you to work for a Singapore entity for three (3) years upon graduation.

How to apply

Singapore citizens

If you are Singaporean, you do not need to apply for the MOE tuition grant. You will automatically receive a tuition grant, unless you have already used the maximum tuition grant for a bachelor’s degree or higher degree at a local university. You have to fill in a tuition grant declaration form after accepting admission into your new programme and obtaining your matriculation number.
 

Permanent Residents and international students

If you are a Singapore Permanent Resident or an international student interested in obtaining the MOE tuition grant to subsidise your tuition fees, you have to indicate that you are opting for the tuition grant in your admission application form.
 
If you are offered a tuition grant together with a university place, you will need to indicate whether you accept the offer with or without the tuition grant before the closing date in July.

If you accept the admission offer with a tuition grant, you will need to register for the tuition grant after you have obtained your matriculation number, International Student Pass and Singpass.
 
Singapore Permanent Resident or an international students are required to sign the Tuition Grant Agreement, which contractually obliges you to work for a Singapore entity for three (3) years upon graduation.

Before registration

You will need Singpass to apply for tuition grant. Please ensure that you have both your digital student pass and Singpass ready, otherwise, please follow the steps below.
 

Digital Student Pass

1. You are required to complete the international student pass formalities and enrol biometrics at an offsite location on NTU campus in August. Check for updates here.
 
2. A digital student pass will be issued by ICA about 7 working days after the offsite enrolment.
 
3. It takes another 5 working days after the issue of the digital student pass for the data to be synced to Singpass and MyICA.
 
4. You will be able to register for a Singpass account about 12 working days after offsite enrolment.
 
5. To register for a Singpass account with Singpass Face Verification, you will require a local mobile phone number. An OTP will be sent to your local mobile number for instant verification.
 

Be ready for your tuition grant application in 2 steps.

1. Get your Singpass ready

If you do not already have a Singpass account, register for one as soon as you have your Student’s Pass. Refer to Singpass Registration User Guide for Students.

2. Gather your sureties’ information and photo identity documents (ID) in advance.

TWO sureties of any nationality are required. The guarantors must be aged 21 and above but below 65. They must not be an undischarged bankrupt. Surety must not be a tuition grant/SO applicant or recipient with outstanding tuition grant obligations. You may find the criteria for sureties at: https://file.go.gov.sg/tg-sureties-criteria.pdf

How to register

Singapore Citizens

If you have accepted both your programme offer and the MOE tuition grant offer, you do not need to do anything else.

Singapore Permanent Residents and International Students

If you have accepted both your programme offer and the MOE tuition grant offer, you are required to register online for your tuition grant via MOE’s website using your Singpass. Kindly note that registration will only start in September of your admitted year.

Two sureties of any nationality are required. The guarantors must be aged 21 and above but below 65. They must not be an undischarged bankrupt. Surety must not be a tuition grant/SO applicant or recipient with outstanding tuition grant obligations. You may find the criteria for sureties at: https://file.go.gov.sg/tg-sureties-criteria.pdf

After submitting your application, you and your sureties will be notified via email to sign the tuition grant agreement online.

Notes:

Students who do not apply for the Tuition Grant or do not complete the registration and signing requirements by the stipulated deadline will be liable for the full non-subsidised tuition fees. Late applications will not be considered under any circumstances. All application updates and signing must be completed by 18 October 2026.
