The return of the haze this year has also raised questions about how effective the Asean Agreement on Transboundary Haze Pollution has been in preventing and mitigating forest fires. "It is a form of 'ownself regulate ownself', in the sense that each country agrees to be bound by the terms of the treaty," said Prof Ang Peng Hwa from NTU's Wee Kim Wee School of Communication and Information. He said Indonesia has done its part, as exemplified by the less severe haze in the last few years.
