Recognising Mr Tan Yong Kwang – Workplace Safety & Health (WSH) Officer Awards 2025

Celebrating Excellence in Safety and Innovation

We are proud to announce that Mr Tan Yong Kwang, our Lab Operations & Environmental Health & Safety Manager, has been presented with the Workplace Safety and Health (WSH) Officer Award 2025. Presented by the WSH Council and supported by the Ministry of Manpower (MOM), the annual WSH Awards recognise organisations and individuals who have achieved excellence in workplace safety and health. The WSH Officer Awards, in particular, honour registered WSH Officers who not only uphold regulatory standards but also champion a proactive culture of safety that strengthens research and innovation.


A Journey of Dedication at MSE

Mr Tan’s journey with MSE spans over 22 years, marked by diverse responsibilities that reflect his versatility and commitment. He has managed laboratories, co-authored journal publications, presented at local conferences, overseen the Maintenance and Repair Office, spearheaded the Central Store, and served as an Energy Officer for the School.

His path into safety leadership began in 2009 when he joined the MSE Health, Safety, and Environment (HSE) Committee, building on his earlier experience as an HSE committee member in the manufacturing sector. By 2013, he took on the responsibility of leading safety at MSE, where he has since overseen regulatory compliance, maintained the School’s BizSAFE STAR certification -- Singapore’s highest workplace safety accreditation, and cultivated a strong safety culture across faculty, staff, and students. He was also formerly the secretariat of the WSH Council (Higher Education and Research) Working Group and actively contributed to advance safety standards across the higher education sector.


In his words:

MSE’s advanced research environment, with its use of specialised materials and state-of-the-art equipment, presents unique challenges that demand strong safety frameworks. These challenges have driven my professional growth, particularly in developing tailored safety frameworks, comprehensive risk assessments, and targeted training programmes that balance innovation with workplace safety.

A Memorable Experience

Among his many initiatives, Mr Tan is especially proud of integrating medical screening and immunisation tracking into the laboratory access application system. It was previously challenging to track whether research staff and students who were required to undergo medical examinations and vaccinations had fulfilled those obligations. This gap made follow-up difficult and introduced risks in managing health and safety compliance.

To address this, Mr Tan integrated medical screening and immunisation tracking into the School’s laboratory access application system. Users can now make the necessary declarations directly within the system, allowing the School to follow up promptly and accurately.

This innovation ensured full compliance with the Workplace Safety and Health (Medical Examinations) Regulations and NTU Health Board directives. More importantly, it enabled MSE to identify personnel involved in hazardous chemical and biological work and ensure they have met the necessary medical examinations and vaccinations. Beyond compliance, the system reinforced a culture of care by safeguarding the well-being of our community and minimising operational risks.

Lifelong Learning and Sharing Knowledge

From WSH training courses and workshops, one lesson has stood out strongly for Mr Tan: the central role of risk assessments.

Risk assessment is the foundation of workplace safety, as it enables us to identify hazards early and implement measures to prevent accidents. NTU provides e-learning modules such as Introduction to Risk Management and Risk Management at the Workplace, making these skills accessible to everyone.

Beyond the Role

Safety is second nature: he sometimes catches himself doing “risk assessments” even at home!
His very first HSE task was drafting a maintenance programme proposal with no prior experience — a challenge he likens to “climbing Mount Everest without a map.”

He enjoys long walks, where he’s reminded that safety matters beyond the workplace too — from proper footwear to hydration.

Strengthening Research, Education, and Industry Through Safety

Mr Tan firmly believes that workplace safety is not only about compliance but about professionalism and trust.

A strong safety culture demonstrates to students, staff, collaborators, and industry partners that our research is conducted responsibly and sustainably. Safe and well-managed laboratories reduce risks, protect valuable research work, and instil confidence in stakeholders. Prioritising safety enhances our credibility and strengthens MSE’s position as a trusted leader in research and education.

At the School level, workplace safety is more than a regulatory requirement. Excellence in research and education is inseparable from excellence in workplace safety and health.
