NTU- MOET Project 89 PhD Scholarship

NTU has partnered with Vietnam's Ministry of Education and Training (MOET) under Project 89, a national initiative that supports Vietnamese university lecturers and administrators in pursuing doctoral studies at leading international universities.
Through this initiative, eligible candidates may undertake a PhD at NTU while receiving sponsorship under the Project 89 scholarship scheme.

This partnership provides a pathway for talented Vietnamese academics and higher education professionals to develop advanced research capabilities and contribute to the future development of Vietnam's higher education sector.
To be eligible, applicants must:
• Be a Vietnamese citizen employed by a recognised higher education institution in Vietnam.
• Meet NTU's PhD admission requirements.
• Obtain an offer of admission to an eligible NTU PhD programme.
• Be nominated by their home university for Project 89 sponsorship.
• Meet any additional requirements stipulated by MOET and NTU.
• Enrol as a full-time PhD student in Singapore.

Important Note:
Project 89 sponsorship applications are administered through the applicant's home university in Vietnam. As requirements and timelines may vary by institution, applicants should engage their university early to understand the nomination process and application deadlines.

Step 1: Apply to the NBS PhD Programme
Submit your application through the NTU online application portal. Applications for admission are typically accepted between October and January each year.

Shortlisted applicants may receive either a conditional offer of admission or an admission offer.

Step 2: Apply for Project 89 Sponsorship Through Your Home University
Applicants who receive an admission offer from NTU may proceed with their Project 89 sponsorship application through their home university in accordance with MOET and institutional requirements.

Step 3: Submit Your Sponsorship Confirmation
Applicants awarded Project 89 sponsorship should submit the relevant sponsorship documentation to the NBS PhD Office for verification and enrolment processing.

The Vietnamese government (Project 89) will provide:
• a stipend scholarship of $650 USD per month
• a tuition fee scholarship of $25,000 USD (annually)
• an international return airfare and travel allowances
• Overseas Student Health Cover (up to $1000 USD per year)

NTU will provide:
• A tuition fee top-up to cover the difference between Project 89 funding and the prevailing tuition fee for the PhD programme.
• A supplementary living allowance (amount determined by the School) to support scholars during their studies in Singapore.

Applicants who receive an admission offer but are not awarded the Project 89 Scholarship may still proceed to enrol in the programme as self-funded (full-fee-paying) PhD students, subject to prevailing university requirements.
