Mr Chan Soo Sen was awarded Columbo Plan and President's Scholarships in 1975 to study Mathematics in University of Oxford, United Kingdom. He returned to Singapore in 1978, completed his full-time National Service, and joined the Administrative Service in 1980.

In 1986, Mr Chan was awarded a Post Graduate Scholarship to study Management Science in University of Stanford, USA. He graduated with a Master of Science degree in 1987.

As an Administrative Officer, Mr Chan served in the Ministries of Defence, Education and Home Affairs. He became the founding Executive Director of the Chinese Development Assistance Council (CDAC) in 1992, and then the first Chief Executive Officer of the China-Singapore Suzhou Industrial Park Development Co Ltd (CSSD) in 1994. He was instrumental in starting up these two key projects.

Mr Chan was elected to Parliament as one of the six Members of Parliament for the East Coast Group Representation Constituency (GRC) in the 1997 General Election, and as Member of Parliament for Joo Chiat Constituency in the 2001 and 2006 General Elections. He retired from active politics after completing his term in May 2011.

Mr Chan was appointed Parliamentary Secretary on 22 January 1997 Senior Parliamentary Secretary on 1 May 2001, and Minister of State on 23 November 2001. As a political appointee, he served in various Ministries including Community Development, Health, Trade & Industry, Education, and Prime Minister's Office.

Mr Chan retired as a political appointee in May 2006. He joined Keppel Corporation Ltd as Director, Chairman's Office on 19 July 2006. On 1 June 2009, he joined SingBridge International Singapore Pte Ltd as Executive Vice President till 31 May 2011. He retired in February 2012.

Since 2006, Mr Chan has been serving as Independent Directors in a few listed companies. He is also an adjunct professor of Nanyang Centre for Public Administration at Nanyang Technological University, Singapore, teaching for the Centre’s Public Administration Programmes for China officials.

 教育部政务部长以及贸工部政务部长。​并曾任新加坡中国​苏州工业园区总裁。

曾士生先生在1975年荣获哥伦坡计划奖学金和新加坡总统奖学金后前往英国牛津大学攻读数学。他于1978年返回新加坡,完成国民服务,并在1980年加入行政服务。

1986年,曾先生获得新加坡政府奖学金赴美国斯坦福大学修读管理研究学,并于1987年获颁硕士学位。

曾先生曾在国防部、教育部和内政部担任行政官员。他于1992年成为新加坡华社自助理事会的创会执行理事长。接着于1994年又受委为中国-新加坡苏州工业园区开发公司的第一任首席执行官。他为这两个重要项目的早期发展作出了重大的贡献。 ​​​​​​​​​​​​​​​

曾先生在1997年的大选中当选为东海岸集选区的六位国会议员之一,并在2001年和2006年的大选中当选为如切单选区的国会议员。 他在2011年5月任期届满后退出政坛。 ​​​​​​​​​​​​​​​

曾先生于1997年1月受委担任政务次长,2001年5月升任为高级政务次长,并于2001年11月又获擢升为政务部长。曾先生在他的政治生涯中任职于多个政府部门,其中包括社会发展部、卫生部、贸工部、教育部及总理公署。 ​​​​​​​​​​​​​​​

曾先生在2006年5月卸下政治职务后,加入吉宝企业出任集团董事长助理。2009年6月,曾先生加入新加坡星桥国际公司出任常务副总裁,直至2011年5月底。他在 2012年2月退休。 ​​​​​​​​​​​​​​​

曾先生从2006年起担任数家上市公司的独立董事。他也受聘担任南洋理工大学南洋管理研究生院的客座教授, 为中国干部开设的公共行政管理课程授课。 ​​​​​​​​​​​​​​​​​​
