Insights on Changes to Singapore’s Health Insurance Landscape

Recent updates to Singapore’s health insurance framework will take effect from next April, when new private insurance riders will no longer be allowed to cover the minimum Integrated Shield Plan (IP) deductibles. These changes are aimed at encouraging more sustainable healthcare utilisation and managing rising premiums.

In a recent interview with CNA, Dr Akshar Saxena, Assistant Professor of Economics, provided expert commentary on how these adjustments may influence both patient and provider behaviour. Dr Saxena highlighted that individuals may become increasingly cost-conscious from comparing panel and non-panel doctors to reassessing treatment options and managing higher upfront payments.

While the impact will vary across groups, those in the “missing middle”, individuals who are not heavily subsidised but are also not fully insured, may experience the effects more noticeably.

The discussion also raises broader considerations for Singapore’s healthcare system, including how best to balance affordability, accessibility, and personal choice in the long term.
