Public Lecture Series (Part 2): Issues and Problems in Singapore’s Foreign Policy – Identity

The second instalment of Mr Bilahari Kausikan’s Issues and Problems in Singapore’s Foreign Policy series took place on 22 October 2025, this time centring on the theme of Identity.


In this lecture, Mr Kausikan revisited ideas from his first session on Relevance before turning to how Singapore’s sense of self shapes its conduct and choices on the international stage. He highlighted that while a small state must constantly work to remain relevant, its foreign policy ultimately rests on its core identity - the values and principles that define who it is and what it stands for.

For Singapore, he noted, identity is built upon multiculturalism and meritocracy. These pillars, established and institutionalised under the leadership of Lee Kuan Yew, form not just the foundation of the nation’s domestic politics but also guide its external behaviour. 

Mr Kausikan highlighted that a clear and confident national identity is not static; it must be continually reinforced amid global shifts and external pressures. He stressed that preserving this distinct identity is as vital as maintaining relevance, for it provides the resilience that allows Singapore to act with consistency and credibility internationally.
