Many experts have observed that while the role of global multilateral organizations such as the United Nations and the World Trade Organization has declined, smaller multilateral systems, such as the Shanghai Cooperation Organisation and BRICS, have begun to strengthen. NTU's Assoc Prof Dylan Loh stated that the current trend is for some countries to organise and jointly launch measures or address regional or specific issues. He added "The function of multilateralism should not be to serve the competition between China and the United States; it must be able to operate independently."
