Improving fertility rates requires targeted approach

In a commentary, Prof Euston Quah from NTU and Dr Eugene Or from SUSS note that Singapore’s total fertility rate fell to a historic low of 0.87 in 2025. They say fertility is shaped by a mix of preferences, constraints and experiences, and a one-dimensional policy focused on economic incentives misses this complexity. As Singapore leans on immigration, they add that integration must be built deliberately through shared effort and mutual adaptation.
