Only 56 families are qualified for the Fresh Start Housing Scheme aimed at helping families in rental units own a flat again, a number less than one tenth of the estimated 1,000 families it hoped to help. Academics and youth workers said that social policies can be improved to better help those who are lagging behind. NTU sociology professor Teo You Yenn said children are not given ample time after they enter school to develop their talents and are instead sorted into different tracks through tests at fairly young ages, and this needs to be recalibrated.
