Eight in 10 recalcitrant drug abusers arrested between January and June, who under the previous law would have been jailed for long periods with caning, have been channelled instead to drug rehabilitation centres (DRCs) following new drug laws that kicked in on Jan 16. Weighing in on the expanded rehabilitation option, criminologist Olivia Choy from NTU said the DRC is a form of punishment with a big focus on rehabilitation, which is better than a harsh or long jail term.
