Professor Liu Hong Named IIAS Braibant Lecturer 2026

Professor Liu Hong, Tan Lark Sye Chair Professor in Public Policy and Global Affairs, Director (Research and Executive Education) of the Nanyang Centre for Public Administration (NCPA), and Associate Vice President (International Engagement) of Nanyang Technological University, has been awarded by the International Institute of Administrative Sciences (IIAS) as the Braibant Lecturer 2026. Conferred on one individual annually, the Braibant Lecturer is the Institute’s highest award for an individual, granted “in recognition of his/her contribution to the advancement of the public governance discipline and to the development of the Institute.” The Braibant Lecturer delivers the lecture as a plenary session of the IIAS annual conference. Professor Liu will deliver the Braibant Lecture on 19 November 2026 at the IIAS 2026 Conference, which is being held in Seoul, Republic of Korea, from 17 to 20 November.
Established in 1930 with headquarters in Brussels, the IIAS is one of the most prominent organizations in the world devoted to the studies and practices of public administration. The prestigious award is named after Guy Braibant, the French administrative jurist who presided over the Report and Studies Section of the Conseil d’État (1985–1992) and served as Director General (1979–1981) and President (1992–1995) of the IIAS. Established in 2002, with the inaugural lecture given by Braibant himself, it is delivered each year at the IIAS annual conference. Recent recipients include Pan Suk Kim, President of the IIAS (2016); Susan T. Gooden, President of the American Society for Public Administration (2018); Eko Prasojo, former Vice Minister for Administrative Reform of Indonesia and Dean of the Faculty of Administrative Science at Universitas Indonesia (2019); Geraldine J. Fraser-Moleketi, Chancellor of Nelson Mandela University and Chairperson of the UN Committee of Experts on Public Administration (2024); and Andrew Massey, Emeritus Professor of Government at King’s College London and Editor-in-Chief of the International Review of Administrative Sciences (2025).
Professor Liu’s research spans the international political economy, transnational governance and policy transfer, the transnational diffusion of the Singapore model and Asian regionalism in the context of Global Asia. He has served as the Chief Editor of the Routledge Focus on Public Governance in Asia book series and on the IIAS Research and Publications Committee since 2019, and he currently sits on the Advisory Board of the IIAS International Governance Index.
Beyond research collaboration, Professor Liu has led NCPA in building a long-standing institutional partnership with the IIAS: in 2019 the IIAS annual conference was held jointly with NCPA’s Lien International Conference on Good Governance at NTU, drawing close to 600 participants from around the world, with then Deputy Prime Minister of Singapore Mr Heng Swee Keat as the Guest of Honor. Professor Liu is a recipient of the Public Administration Medal (Silver) from the President of the Republic of Singapore and the Service to Education Award from Singapore’s Ministry of Education. He has been active in the wider public policy community, having served on the Global Advisory Board of Tsinghua University’s School of Public Policy and Management and on the Advisory Board of the College of Public Policy at Hamad Bin Khalifa University, Qatar. This award recognises his contribution to the field and reflects NTU’s global standing in public governance research and education in Asia and beyond.
