NCPA Co-organised the 7th Stratagem-NTU Sino-Singapore Dialogue

As part of the International Institute of Administrative Sciences (IIAS)-Lien 2019 Conference, Stratagem Group Pte Ltd joined hands with Nanyang Technological University's (NTU) Nanyang Centre for Public Administration (NCPA) to spearhead the 7th Stratagem-NTU Sino-Singapore Dialogue titled "Opportunities in Southeast Asia through Sino-Singapore Cooperation in Fourth Industrial Revolution", which was held at NTU Nanyang Executive Centre Auditorium on 18 June 2019. 

The focus of this dialogue is to create an effective and interactive platform for academics, international practitioners, government officials and businessmen to discuss issues pertaining to the opportunities and challenges that China-Singapore cooperation brings to Southeast Asia. In this technology-driven era, technological development is closely intertwined with public administration, geopolitics, global security and world economy. 


Professor Liu Hong, Tan Kah Kee Endowed Professor, Chair of School of Social Sciences and Director of NCPA, NTU, pointed out in his welcome speech that he called for learning best practices in different regions to deepen the Industry 4.0, as such combination of governance, geopolitics, and global economy, will promote effective and inclusive decision making.

His Excellency Hong Xiaoyong, Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to the Republic of Singapore, delivered a keynote speech sharing that Singapore is currently at the forefront of the wave of globalisation, and is the most sensitive to changes in the international economic and trade environment. Over the years, China and Singapore have jointly organised a number of major intergovernmental cooperation projects, which have provided useful support for the development of China as well as expanded the depth of Singapore's development. He expressed his hopes for Singapore to believe in the Chinese economy and China-Singapore cooperation. He assured to make China-Singapore cooperation and development better, to benefit the international community. 

Ms Tin Pei Ling, CEO, Business China and Member of Parliament, Singapore, gave a presentation about "Opportunities for Sino-Singapore Collaboration in Southeast Asia", where she shared that China and Southeast Asia have a long history in the economic trade, and the investment in Southeast Asia has also surged in recent years. She added, China has and will continue to play an indispensable role in promoting economic development in Southeast Asia. Ms Tin also believes that Sino-Singapore cooperation opportunities in Southeast Asia are huge, and geopolitical development will continue to contribute to the challenging business environment that China, Singapore and other Southeast Asian countries are facing now.


Dr Cao Ziwei, Vice President of Strategy, Xiaomi Finance, delivered his presentation on "Xiaomi Finance's Experience in Southeast Asia", where he strongly agreed with Ms Tin Pei Ling's perspective that Southeast Asia is indeed a huge market, which has caught the attention of many Chinese technology companies. Aside from focusing on Singapore and Hong Kong, Xiaomi has also listed India and Indonesia as one of the largest markets outside China. Dr Cao pointed out that with the increasing awareness of the mobile payment market, Xiaomi will also consider the use of financial technology as one of its core capabilities.



Dr John Zhou Bo, Founder & Chairman,  Cloudbae Big Data Industry Development Co. Ltd, shared in his speech, entitled "Smart City Nanning: The Sino-ASEAN Information Harbour Smart Initiative Experience". He mentioned that China is focused on integrating a platform for economic, trade, cultural and industrial exchanges via big data and information analysis in Southeast Asia, through the Belt and Road Initiative (BRI). 



Ms Kulthirath Pakawachkrilers, CEO & Managing Director, Thailand e-Business Centre and Advisor to Thailand's former Minister of ICT Anudith Nakornthap, presented on "Opportunities for Sino-Singapore Cooperation in Thailand's 4.0 Strategy" where she shared about the construction of the top 10 industries in Thailand, which was made possible by the cooperation between China and Singapore. 



Professor Li Yonghui, Executive President of the Academy of Regional and Global Governance, Beijing Foreign Studies University, delivered his presentation entitled "Sino-US Relations and its Implications on Southeast Asia". He believes that even though the cooperation between China and Southeast Asia has brought in huge opportunities, it is still vital that people have an in-depth understanding of how the external forces can affect the development of the Southeast Asian market.



Following the keynote speeches was the panel discussion, which was moderated by Professor Joseph Liow, Tan Kah Kee Chair in Comparative and International Politics, and Dean, College of Humanities, Arts and Social Sciences, NTU.

Towards the end of the Dialogue, Mr Adrian Phua, Managing Director of Stratagem Group Pte Ltd, shared in his closing speech that the fourth industrial revolution has indeed hit various industries at an unprecedented speed, prompting enterprises to actively grasp the opportunities and dynamics brought about by this era of change. He urged enterprises to understand more about the industry that is constantly changing, to maintain the ability to connect and innovate with the consumers in the new era.
