The 2nd AI and Public Policy International Conference & TFSC Paper Development Workshop

19-20 November 2026

Artificial Intelligence (AI) has emerged as a powerful force reshaping economic systems, public governance, and societal organization. As governments around the world grapple with the opportunities and risks associated with AI, critical questions arise regarding regulation, governance capacity, public value, and the use of AI in policy design and implementation.

The AI and Public Policy International Conference aims to bring together scholars and practitioners to exchange innovative research, insights, and best practices on the governance and policy implications of AI. Through interdisciplinary dialogue and comparative perspectives, the conference seeks to advance theoretical understanding and generate actionable policy insights for public officials and policymakers.

The two-day conference will be held in person in Singapore on November 19–20, 2026 and is organized by the Nanyang Centre for Public Administration (NCPA), Nanyang Technological University (NTU).

Conference Themes

Submissions are invited in relation to the overarching themes of Policy for AI and AI for Policy. We specifically welcome theoretical, empirical, practical, and comparative studies on AI and public policy. Topics include, but are not limited to:

  • AI Governance and Regulation
    • Public governance of AI
    • Technology assessment and regulatory approaches to AI
    • Accountability, transparency, and public trust in AI governance
    • Comparative and international AI governance
  • Economic and Societal Impacts
    • Economic analysis of AI
    • Societal, ethical, and distributional impacts of AI
    • Context-specific opportunities and challenges of AI adoption
  • AI in Public Policy and Administration
    • Applications of AI in public service delivery and management
    • AI-enabled policy design, implementation, and evaluation
    • Organizational transformation and public sector readiness for AI
  • AI as a Research and Policy Tool
    • Applications of AI in education
    • Applications of AI in social science and policy research


Panel Proposal

For authors who wish to propose a panel session, please contact the conference organizing committee at [email protected] and submit your panel proposal via the online submission system (https://www.conftool.net/ai-and-public-policy-2026) by July 15, 2026. Panel proposals should include:
1) Panel title and abstract
2) Names and affiliations of the panel chair, presenters, and discussant (if applicable)
3) Titles and brief descriptions of individual papers.


Paper Session

We welcome abstract submissions via the online submission system (https://www.conftool.net/ai-and-public-policy-2026), with a submission deadline of July 15, 2026. Abstract submissions must be written in English and limited to 500 words. Each submission should clearly provide author details, including full name(s), designated corresponding author, institutional affiliation, postal address, email contact, presentation title, and the abstract itself. 

Paper Development Workshop

In collaboration with the journal Technological Forecasting and Social Change (TFSC), NCPA is pleased to organize a paper development workshop on November 20, 2026.

The workshop aims to support scholars in developing research manuscripts for potential submission to TFSC. In line with the journal’s mission, the workshop welcomes papers addressing AI as a technology and its societal, economic, or policy implications, using any empirical method and at any level of analysis. Each selected paper will receive in-depth feedback from members of the TFSC editorial board.

To be considered for the workshop, please complete the following:

  • Submit papers through the conference’s online submission system (https://www.conftool.net/ai-and-public-policy-2026) by July 15, 2026: Choose the “Paper Development Workshop” track.
  • Papers of up to 10 pages are required for submission and should include the following sections: title, abstract, introduction, methodology, results, and discussion.
  • All submissions will be reviewed by the organizing team, and authors will be notified of the decision by August 31, 2026. 

Please note that all papers presented at the workshop and subsequently submitted to TFSC for consideration must adhere to the journal’s policies and undergo the standard peer review process. Papers not selected for the workshop will still be considered for regular conference presentations. The workshop is open to all conference participants.

Conference Registration and Venue

The organizer has waived the conference registration fee. To be included in the conference program, at least one author per accepted paper must complete registration by September 30, 2026.

The conference will be held in person at Nanyang Technological University, Singapore. Further information about the venue, transportation, and accommodation options will be provided soon. All attendees are advised to make travel arrangements to arrive in Singapore by November 18, 2026.
