Residents are to familiarise themselves and comply with the procedures, rules and regulations governing graduate housing before check-in. Failure to comply constitutes a failure to comply with the provisions of the rental agreement and may lead to eviction.
Relocation of resident(s)
ISC and the Office of Facilities Planning and Management (OFPM) reserve the right to relocate residents from one room/ apartment to another for renovation works or regrouping purposes.
Prohibited activities
The following are strictly prohibited in the room/ apartment and on campus:
- smoking
- pranks, ragging and rowdy games
- illegal drugs (any resident found with illegal substances will be handed over to the police)
Eviction
- Residents should use the room/ apartment as private residence. Activities in the room/ apartment or in the building that could possibly be an annoyance or nuisance to others, or compromise the safety and security of other residents or persons within the building are strictly prohibited.
- Residents are not allowed to exchange or transfer rooms without the approval of ISC. Those found committing this act will be evicted from the room, fined $150 and have their deposit forfeited.
- Any resident found behaving inappropriately will be evicted from the room/ apartment with immediate effect and the balance of the housing fees will be forfeited. Actions that could result in eviction include gambling, excessive drinking, fighting, using habit-forming drugs and using offensive language.
- Residents who continue to stay in the room/ apartment after the check-out date as specified in the rental agreement will be considered squatters. You will be served with an eviction notice and must vacate your room/ apartment immediately. Your deposit will be forfeited.
- Residents who fail to pay their rental on time may be evicted
Termination of lease
- You will not be allowed to continue staying in graduate housing should you withdraw from your studies at NTU or convert to part-time candidature. You will then have to vacate your room within five days from the date of official notice by ISC.
Check–in procedures for those reserved graduate housing
- You are required to produce the letter of admission from the University and your passport for verification during check-in.
- ISC will explain the terms and conditions of the rental agreement which you are required to acknowledge by signing the agreement.
- You are required to pay the following:
- application fee of $16.05
- one month’s rental as deposit
- three months’ rental (rental is paid on a quarterly basis). Rental for the 1st month will be pro-rated at a daily rate if you check-in after the 1st of the month
Please make payment in cash or by NETS at the Office of Finance, Student Services Centre, Level 3, then return to ISC with the receipt to collect the following:
- room keys
- welcome pack
- access card (for Graduate Hall residents only)
- NTU map
- copy of signed rental agreement
- graduate housing rules and regulations
- room check-list
- ISC emergency contact card
- ISC reserves the right to allocate your room to the next person on the waiting list should you fail to check-in five days after the stipulated check-in date. We will not be responsible for any resulting loss or inconvenience.
- Graduate Hall residents are to use their matriculation cards to access the main building. Before matriculation, a temporary access card that is valid for a limited period will be issued during check-in. After receiving your matriculation card, proceed to the coding centre of the Office of Facilities Planning & Management (OFPM) at the North Spine (NS1-B1-01) to have your matriculation card encoded for access to Graduate Hall. Return the temporary access card to ISC.
- To access the main building, place the key card in front of the electronic reader to open the door. For your own security and safety, and that of other residents, please do not give your access card or keys to anyone or allow anyone to follow you into the building.
- Please inform campus security Tel: (65) 6790 5200 of the presence of any suspicious individuals or anyone following you into the building.
Check-out procedures
- Two weeks before vacating your room, please confirm with ISC that you do not have outstanding rentals.
- Return your keys to ISC by 2pm on the day of check-out. Should the day fall on a Saturday, Sunday or public holiday, place the keys in an envelope labelled with your full name, matriculation number and address and drop it into the box at ISC, International House, Level 2. If you fail to return the room keys by the stipulated date, you will be charged a daily rate based on your monthly rental until the keys are returned to ISC.
- You must remove all belongings from the room/ apartment including bicycles stored in the bicycle lot. OFPM will remove all belongings after your check-out date without any liability.
- Ensure that your room is in a clean and tidy condition. You may be charged for any additional repair or cleaning costs if such work is required.
Early check-out
- Residents who wish to vacate the room before the end of their lease must submit their check-out notice online at least two weeks in advance. Residents who give less than two weeks of notice for the withdrawal of rooms will be charged two weeks’ rent in lieu of notice.
Forwarding of mail after check-out
- Arrange with SingPost to redirect and forward your mails to your new address two weeks before you check out. After you check out, all mails sent to your residence in graduate housing will be returned to sender.
- Inform ISC, banks, family, friends, and any other business organisations of your new address.
Room check-list
- A room check-list is provided in the Welcome Pack. Check the list and indicate any missing or damaged items before returning it to ISC within two working days of check-in
- Failure to return the check-list within two working days will be taken to mean that you have accepted and agreed that all items in the room are in good order. You will be responsible for any loss or damage thereafter. If you are the sole resident in a shared room, you will be responsible for all the furniture in the room.
Maintenance of room/ apartment
- You are not allowed to make any alterations to the room/ apartment or remove any fittings and fixtures.
- You are fully responsible for the care of furniture and appliances in the room/ apartment. Please report any damage to ISC as soon as possible. You will be charged for the repair of any damage (besides fair wear and tear).
- Do not dismantle furniture provided. You are required to pay for the cost of reassembling the items to their original state.
- Cleanliness, hygiene and sanitation
You are responsible for the cleanliness of your room and common areas such as the living room, kitchen and toilets.
You are liable for the costs incurred by the University to engage contractors to clean your room/ apartment or common areas.
You must clean the kitchen after each use. Dirty dishes left out will be discarded. Be considerate of fellow residents with different/ special dietary requirements.
You must not throw rubbish, refuse or any other item out of the balconies, windows or any part of the building. All rubbish should be placed in a rubbish bag, tied neatly and deposited in bins or rubbish chutes provided.
You are responsible for controlling household pests by using insecticides or lizard, cockroach or ant traps. These items can be purchased at supermarkets.
- Although there is a cleaning contractor who maintains the common areas on a regular basis, you are responsible for ensuring that these areas remain clean. Common areas include the lobby, lifts, garbage rooms and corridors.
- You are not allowed to fix any hooks, tacks, nails, pins, permanent wall hanging fixtures, adhesives and tapes such as blue tack, double-sided or sticky tape, or any other such material to the furniture, windows, walls and doors, etc. If it is necessary that you fix items on the walls or doors, use 3M wall mounting squares – Cat. 108. You are responsible for removing these prior to the check-out inspection. You will be charged for any damage caused.
Electrical appliances
- Refrigerators are provided in the kitchen/ pantry. Graduate Hall residents who wish to install refrigerators at their own expense are required to pay a charge of $15 a month for the consumption of electricity. Payment must be made quarterly at $45 per quarter. Residents must declare their intention to install a refrigerator at least three working days before installation (download Electrical Appliance Declaration Form here, [PDF file ~71KB]). A double charge will be imposed for failure to do so. There will be no refund of electrical charges for the withdrawal of refrigerator usage.
- Residents are not allowed to install or use air-conditioners in their room/ apartment. The high electrical consumption will cause electrical circuit tripping.
- Residents are allowed to use only electrical accessories such as three-pin plugs, multi-plugs and extension cords with an approved stamp from PUB/ SISIR. This is to ensure the safety of all residents and to prevent tripping or power outage.
- Residents are not allowed to use the electrical points located outside their units. These points are for the use of contractors for the cleaning of common areas.
- Contact the 24-hour Fault Reporting Centre Tel: 6790 4777 for assistance with faulty lights.
- Switch off all lights and appliances when not in use or when you leave your room/ apartment.
Guests (family and friends) and squatters
- Residents may not accommodate guests in their room/ apartment overnight. Guests caught staying the night are considered squatters and the following actions and penalties will apply.
Resident

Rental payment
- Rental is payable every quarter.
- 1st quarter – August to October
- 2nd quarter – November to January
- 3rd quarter – February to April
- 4th quarter – May to July
- Pay your rental at the Office of Finance, Student Services Centre, Level 3, in cash, by NETS or through a deduction from your stipend (for residents on scholarship).
- Cash and NETS payment is due every 1st week of the quarter.
- Stipend payment is deducted every last week of the month.
- If you are going away on holiday, please arrange for your rental to be paid in advance.
Lock and keys
- Residents will be issued the following keys according to their housing type.

- If you lose or misplace your keys, notify ISC immediately. You will be liable for the costs incurred in replacing the keys and change or damage to the lock set. The charges will be $50 for the duplication of each key and $100 for the change of each lock set.
- Duplication of keys is prohibited unless authorised by ISC. Unauthorised entry to room/ apartment by means of duplicated keys without authorisation by ISC is a serious offence.
- Trespassing is an offence and offenders will be seriously dealt with.
- Residents who lock themselves out of their rooms can seek assistance as follows:
Between 8.30am and 4pm Monday to Friday, excluding public holidays:
- visit the Office of Finance, Student Services Centre, Level 3, to pay the locked-out fee of $50
- complete and submit the Locked-out Fee Form [PDF file ~67KB] and your receipt to ISC
- return to your room; campus security will unlock your door
After 4pm Monday to Friday, and during the weekends and public holidays:
- visit campus security at the North Academic Complex, Level B1 to have your identity verified
- return to your room; campus security will unlock your door
- pay a locked-out fee of $50 the next working day at the Office of Finance, Student Services Centre, Level 3
- complete and submit the Locked-out Fee Form [PDF file ~67KB] and your receipt to ISC
- Do not pass your room/ apartment keys to your friends or relatives. Friends and relatives found staying in the room/ apartment will be considered squatters and will be dealt with. See rules and regulations 9 (a), (b) and (c).
- Do not keep large sums of money and valuables in your room. For security reasons, lock all doors and windows each time you leave your room/ apartment. ISC assumes no liability for damaged, lost or stolen personal belongings.
Access by authorised staff
- You may choose to be present when maintenance work or cleaning is being carried out. Otherwise, authorised personnel of ISC or OFPM will access your room using a set of master keys.
- In the interest of residents, authorised personnel have the right to enter and inspect rooms/ apartments at all reasonable times, whether or not residents are present and without prior notice to residents under such circumstances:
- If there are reasonable grounds to believe that there is the presence of prohibited items stipulated by the rules and regulations of the University. The ISC representative without prior notice may impound any such items. Any necessary cost for such removal shall be the responsibility of the residents found in possession of the prohibited items
- Under emergency circumstances, immediate access may be required. Staff will knock loudly on the door, call out your name and advise his or her name to ascertain whether the room is occupied. If there is no response, a master key will be used to gain access
Emergency circumstances include:
- failure to contact you by family or university over the last 48 hours
- threat to resident safety, for e.g., fire
- suspicion of unlawful activity in the room/ apartment
- urgent maintenance work
Other general rules
- Animals are disallowed in your room/ apartment and within the building.
- The keeping of plants in common areas is disallowed to help prevent the breeding of mosquitoes.
- Residents are responsible for their own laundry. Do not hang laundry anywhere other than at designated areas. Laundry hung in inappropriate areas will be removed.
- Residents keeping, receiving or transmitting pornographic/ offensive data files while residing in the room/ apartment are deemed to have violated the regulations governing the code of ethics and conduct for residents.
- All residents are to keep noise to the minimum by:
- keeping doors shut
- not talking loudly
- not slamming doors
- not partying or playing loud music (operate radios, television sets and other audio devices at a sound level that cannot be heard outside your room)
- Residents are responsible for the application and cost of their own telephone lines including the replacement of faulty phone points, cabling or any other replacement and repair works. The University will not be liable for any dispute that may arise between the service provider and the resident concerned. Telephone line subscribers will have to terminate their lines with the service provider immediately upon withdrawal or change of room/ apartment. Residents will be liable for all costs involved.
24-hour Fault and Reporting Centre
- Contact the 24-hour Fault Reporting Centre Tel: 6790 4777 for assistance with faulty facilities. For example:
- lift breakdowns
- burst hot water service
- blocked or broken toilet system
- serious ceiling leak
- dangerous electrical fault
- flooding or serious flood damage
- failure or breakdown of electricity or water supply
- serious storm or fire damage
- failure or breakdown of any essential service provided for hot water, cooking or heating
- any fault or damage that makes the room/ apartment unsafe or insecure
- an appliance, fitting or fixture which is not working properly and causing a substantial amount of water to be wasted or deemed dangerous for residents
- doors that cannot be locked or shut properly
- replacement of light bulbs and tubes
- Alternatively, you may email your request to ISC. In your email, please state “maintenance request” in the subject field, and state the work required, your full name, matriculation number, full address and contact number.
Safety and evacuation
- Familiarise yourself with the emergency exits at your level and these evacuation procedures:
- prepare to leave the building if in danger or on hearing the alarm
- listen and follow the instructions given by emergency personnel
- do not use the lifts
- make your way in an orderly manner down the main stairwell
- if the corridors or stairwells are filled with smoke, stay as low to the ground as possible and cover your nose and mouth with a handkerchief or piece of clothing
- exit the building and gather at the assembly point as advised by emergency personnel
- wait at the assembly point for further instructions and do not leave the area without informing emergency personnel
- do not re-enter the building unless clearance has been given
- Do not tamper with any fire equipment (fire extinguisher, smoke detectors, fire hose or fire-fighting equipment). If these are tampered with or dismantled, the responsible resident(s) will be evicted immediately and be required to pay for the repair or reinstallation of the equipment.
- Some apartments may be installed with smoke detectors. If the smoke detector is activated, you should not remove the device from the ceiling. Any person who does so will have to pay for the reinstallation of the device.
- Please note that fire escape doors must not be tampered with.
- The burning of candles, incense and aromatherapy oils is disallowed.
- Ensure that you have medical and hospital insurance coverage during your period of study at NTU.
