A leader in the field of human resource management

In recognition of the great strides and milestones she has achieved in the field of human resource (HR) management, Nanyang Technological University is proud to present Ms Low Peck Kem with the Nanyang Alumni Achievement Award.

Ms Low is currently the Chief HR Officer & Senior Director (Business Partnerships) of the Public Service Division, Prime Minister’s Office, a role she has held since March 2014. She began her career as a Quality Assurance Engineer with Tandon Singapore and moved on to Western Digital as an Assistant Production Manager.  It was in Hewlett-Packard Singapore where she made the switch from a Production Section Manager to HR, from an HR Business Partner, to a Staffing Director and  Asia Pacific Compensation and Benefits Director.  Having risen steadily through the ranks, she went on to hold senior HR roles as the Multi-countries HR Director at Agilent Technologies and as the Senior Vice President of  HR at Avago Technologies, before making the switch to the public sector in 2007 when she joined the Ministry of Manpower (MOM) as a Divisional Director with its National HR Division.

Her role at MOM saw her head the National Human Capital Office, which seeks to establish Singapore as a leading talent hub in strategic human capital management and leadership development. She also initiated and established the Human Capital Leadership Institute, the annual Singapore Human Capital Summit and Asian Human Capital Award. Ms Low then joined the Global Alliance for Improved Nutrition based in Geneva as Senior Director for HR & Organisational Development.

Ms Low’s multi-faceted career has provided her with perspectives from private, public and NGO sectors and serves her well in her current role, where she is responsible for professionalising HR in 16 government ministries and 65 statutory boards.  She is also charged with developing public sector HR capability and leading the professionalisation of the HR community across the government.

Winning the 2004 Best HR Leader Award and the 2008 Outstanding Contributions to HR Award by HRM Awards, and the 2010 Leading HR Leader Award at the Singapore HR Awards organised by the Singapore Human Resources Institute, Ms Low makes time to contribute her expertise to various organisations.

She graduated with an MSc (HRM) from Rutgers University in 1994 and is a Chartered Fellow at the Chartered Institute of Personnel and Development. She is currently a Board Member of the Tripartite Alliance for Fair and Progressive Employment Practices and Advisory Council Member of the Singapore Training & Development Association, and was previously a Member of the HR Board of the Sentosa Development Corporation and a Committee Member of the SHARE Program of the Community Chest of Singapore.

Ms Low has supported her alma mater as a speaker at NTU’s Distinguished Alumni Forum in 2007 where she shared on Achieving Success at the Workplace. She also speaks regularly at various international conventions and conferences.

人力资源管理领域的领军人物

为表扬刘碧琴女士在人力资源管理领域所取得的显著成就,南洋理工大学特此授予南洋校友成就奖。

刘女士2014年3月开始出任总理公署公共服务署首席人力资源司长及高级处长(商务伙伴)。她踏入职场的第一份工作是在新加坡Tandon公司担任质量保证工程师,接着转到西部数据公司当副生产经理。后来任职新加坡惠普公司期间,她从生产部经理跨界到人力资源部,一步步获得擢升,先后出任人力资源商业伙伴、人事总监、亚太薪酬与福利总监。她在人力资源管理领域的职务更形重要,曾任安捷伦科技公司的多国人力资源总监以及安华高科技公司的人力资源部高级副总裁。刘女士于2007年转到公共部门服务,加入人力部担任国家人力资源司司长。

刘女士在人力部负责领导全国人力资本办事处,其任务是将新加坡打造成首屈一指的人才中心,专攻战略人力资本管理以及领导力开发。她倡议创立人力资本领导力研究院以及一年一度的新加坡人力资本峰会和亚洲人力资本奖,随后加入总部设在日内瓦人力资本领导力研究院的全球改善营养联盟,出任人力资源与组织发展处高级处长。

刘女士事业发展多元化,跨足私人企业界、公共部门和非政府组织,让她得以积累丰富工作经验和多方位思考能力,有助于她胜任当前的职务。她目前负责将16个政府部门和65个法定机构的人力资源部推向专业化,同时也负责提升公共部门的人力资源管理能力,带领政府上下朝人力资源专业化的道路前进。

刘女士曾在人力资源管理大奖中,荣获2004年“最佳人力资源领袖奖”以及2008年“人力资源卓越贡献奖”,她也曾在新加坡人力资源协会主办的2010年新加坡人力资源颁奖礼上获颁“卓越人力资源领袖奖”。刘女士积极回馈社会,以其专业知识为各类组织服务。

刘女士1994年获得美国罗格斯大学硕士学位(人力资源管理)。她获得特许人事与发展协会的专业资格认证,目前是劳资政公平与良好雇佣联盟董事会成员、新加坡培训与发展协会咨询理事会成员,也曾担任圣淘沙发展局人力资源委员会成员及新加坡公益金“齐心分享计划”委员会成员。

刘女士不忘母校培育之恩,2007年以演讲嘉宾身份出席南大杰出校友论坛,与学弟学妹们分享如何在职场中取得成功。她也不时受邀在国际大型会议或研讨会发表演讲。
